The vertical line in the center marks the sight of the 1989 Exxon Valdez oil spill which was on Bligh Reef. This was well away from the Port of Valdez and on the outer portion of the Valdez Arm. The cruise boats do not go to areas that were affected by the oil spill. In areas that are protected from the sea action, oil still exists and the recovery process continues, but the PWS is almost back to normal.
